Obtaining a NIF has three stages:
- Non-Resident TIN - during the period in which you do not yet have a legal residence permit in the country
- Fiscal representation - if you do not have a legal residence in a European Union country, then you will need a fiscal representative during the period in which you have non-resident status
- Resident NIF - after receiving the residence card you will need to change your tax status to resident.

If you don't live in Portugal, you'll have to apply for a NIF as a non-resident, which is subject to a 25% IRS tax.
To obtain a NIF as a resident, you must be legally resident in the country and have a document to prove it (CRUE, residence card).
As long as you are not officially resident in Portugal, you will have non-resident status and a specific IRS rate - 25%.
If you are going to stay in Portugal for more than 186 days a year, and as soon as you get your residence card, you will have to change your tax status to resident.
Income tax (IRS) starts at 0% and increases as you earn more, until it is close to 50%.
If you don't live in the European Union, whether or not you are a European citizen, you will have to appoint a tax representative who will be your contact with the tax authorities until you become a resident.
