Who is obliged to submit it and how to fill it in?

All income earned abroad must be declared in Annex J of the IRS Form 3, including income related to dependent work, pensions, professional income, property and capital.

Do I have to declare my income from abroad in my tax return?

Yes, if you are a tax resident in Portugal you must declare all your income, including foreign income.

Will I pay tax twice when I declare my income from abroad?

To avoid double taxation there are two mechanisms in place: either the convention in force with the country in question is activated (if it has one), or Portugal reduces or eliminates this taxation unilaterally, in accordance with article 81 of the CIRS.
